If your whole game runs poorly, you may be CPU-bound, GPU-bound, out of VRAM, compiling shaders, streaming from a slow drive, or using a display mode that is capped elsewhere. Treat this article as a launch-issue checklist, not a magic incantation for every performance problem.
The safe workaround, step by step
- Finish the current cutscene or return to the main menu. Do not change several graphics settings while the game is loading a cinematic. You want a clean before-and-after test.
- Open Options, then Graphics.
- Change Overall Preset to a built-in preset such as Low, Medium, High, or another supplied profile. The important part is restoring a complete preset rather than preserving a hand-tuned mix.
- Confirm that Ray Tracing, BVH, and Terrain Quality are not individually forced to Ultra High.
- Apply the settings, then replay or continue into a cutscene that previously showed the cap.
- If the cap is gone, leave the preset intact until Ubisoft ships its permanent fix. Chasing the exact offending combination is useful for bug reporting, not for finishing the game tonight.
If you need a visual upgrade after the workaround, change one unrelated setting, test a cinematic, and keep notes. The minute you raise one of the three named options back to Ultra High, you are back in the documented risk area.
How to tell this apart from an ordinary 30 FPS cap
The launch bug has a distinctive pattern: exploration and combat can perform normally, then a cinematic snaps to 30 FPS after the affected manual Ultra High changes. A global cap behaves differently. If menus, gameplay, cutscenes, and benchmarks all sit at the same ceiling, check these ordinary causes instead:
- An in-game frame limiter or V-Sync option.
- NVIDIA Control Panel, AMD Software, or another driver-level cap.
- Your display refresh rate, especially after switching between a TV and monitor.
- Laptop power mode or a battery-saving profile.
- A capture application configured to limit the game.
Those are valid checks, but they are not Ubisoft’s published workaround. Keep the diagnosis tidy: first determine whether the problem only affects cinematics, then decide whether this known issue is the likely cause.
PC setup facts worth getting right
Black Flag Resynced requires a 64-bit version of Windows 10 or Windows 11, 16 GB RAM, and a 65 GB SSD install at both minimum and recommended tiers. Ubisoft says the PC version needs a one-time online connection for installation, then supports offline single-player play. It also supports upscaling, frame generation, a software ray-tracing fallback for non-RT hardware, and handheld presets.
That does not make every PC a candidate for Ultra High everything. Start from a sensible preset for your hardware. An RTX 3060-class recommended setup is a very different proposition from a 4K Ultra machine, and a stable presentation is worth more than one photogenic slider setting if it causes every story scene to stutter.
When the workaround does not help
If resetting the preset does not change a cutscene-only cap, document the problem before making dramatic changes. Record your GPU, CPU, Windows version, driver version, resolution, display mode, frame-generation state, and the exact scene. Then use Ubisoft’s Bug Reporter with that reproducible sequence.
Also check the latest official support post before publishing or following community fixes. Ubisoft has separately acknowledged launch-day localization and voice-over issues in some territories. Those are not evidence that your graphics settings are at fault, and a random Reddit workaround should not overwrite a known-good configuration without a clear reason.
